ROLE PURPOSE :
Under the supervision of the Area Manager with technical support from the Research Monitoring Evaluation Accountability and Learning Manager (RMEAL) in the Head Office (HO), the MEAL Coordinator will lead the implementation of Save the Children (SCI) Lebanon’s MEAL plans in their Area Office. At Area Office level, the role holder will have a leading role in the implementation of the standardized MEAL systems and processes. The coordinator works with the project teams for the implementation of projects’ baselines and end-lines, as well as the needed outcome level analysis and will document all project related evidence and learning with technical guidance and direction from the head office. The MEAL Coordinator will work closely with the Head Office MEAL Department, to support accountability to children and communities.
CHILD SAFEGUARDING :
Level - The role holder will have direct contact with children and / or young people either frequently ( once a week or more) or intensively ( four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking / vetting process staff.

KEY AREAS OF ACCOUNTABILITY :
Monitoring :
- Ensure correct storage of data and Information along with data confidentiality
- Support in having harmonized and consolidated means of verification
- Contribute to the development of MEAL monthly and annual plans with the HO RMEAL Manager
- Support the integration and adaptation of MEAL systems during emergency responses to ensure timely data collection, analysis, and reporting for rapid decision-making.
- Validate the indicator performance tracking table (IPTT), output tracker and other needed data on a monthly basis in close coordination with MEAL Officer / s and ensure set up and reporting on PRIME system.
- Establish and enforce data management processes, ensuring data cleaning, verification, and triangulation processes are systematically applied.
- Oversee the implementation of the project / program MEAL plans with the technical support of Head Office MEAL Manager.
- Liaise with the Program Managers to update MEAL active grants on monthly basis and monitor the MEAL activities’ budget under projects in close coordination with the HO RMEAL Manager
- Conduct monitoring field visit for partners and SCI activities as needed, fill the relevant quality benchmarks and share the observations with Area Manager, program teams and HO RMEAL Manager.
- Ensure systematic implementation and proper documentation of quality benchmarks across all projects, maintaining consistency and accountability.
- Update the SAT system and coordinate with the MEAL officers and partners for reporting and verification
- Make sure to incorporate MEAL related data into donor reports by appropriately coordinating with Awards Management and Business Development team and Head Office RMEAL Manager.
- Add all projects on Activity info and follow up with the MEAL officers and program teams to report on relevant indicators per project and validate the reporting.
- Participate in project Kick-off and close out workshops in coordination with Head Office RMEAL team on materials (presentation, MEAL Plan, IPTT, PRIME setup, databases…) to be shared
- Analyse outcome level data including baseline and end-line data, pre and post data, etc. and complete report write up with the support of the Head Office RMEAL Manager.
- Coordinate with TAs and Head Office RMEAL Manager on tools development to ensure that needed tools are in place and participate in the development of standardized tools for data collection with the Head Office RMEAL Manager
- Coordinate with IM team to ensure the coding of MEAL tools on Kobo and their testing
- Ensure that programme teams and partners are using appropriate data collection tools (including tools for outcome monitoring using quantitative and qualitative data collection methods)Coordinate the monthly reporting process on the sit-rep and updating the service mapping.
- Support the Head Office RMEAL Manager in reporting on MEAL KPIs.
Evaluation, Learning, and Evidence :
Support Head Office RMEAL Manager in programmatic evidence building by leading field level data collection, compiling data , managing it, analysing it and producing a draft report.Support Head Office RMEAL Manager with national and project level researchSupport in the process of conducting project review meetings and lessons learnedPrepare lessons learnt reports and assist with the documentation of the remote monitoring approachSupport Head Office RMEAL department in end of project evaluations and needs assessmentsSupport in the coordination of rapid needs assessments and real-time monitoring and evaluation during humanitarian emergencies.Ensure Accountability mechanisms are in place for each of the project within his / her portfolio, including ) process to share information with communities and partners on key project components and progress, ) practice of ongoing consultation and participation throughout the project and ) process of collecting feedback and closing feedback loops with beneficiariesEnsure field level feedback is handled in line with the agreed Feedback Handling Standard Operating Procedure, and that feedback and responses are registered in Head Office Feedback Database through CO accountability Coordinator. Ensure quality documentation of feedback (quality of data, categorisation, etc.).Support in the referral of feedback to the appropriate teams / focal points including rapid identification and referral of serious concerns such as those related to child safeguarding, unsafe programming, sexual exploitation and abuse, and fraud and corruption. Support processes to close the feedback loop with close coordination with Head Office Accountability Coordinator; respond and communicate in a dignified and respectful manner with children and adults regarding their feedback, including informing them of what decisions have been made related to their feedback, and ensuring this is documented in the Head Office Feedback DatabaseSupport humanitarian accountability mechanisms including feedback and complaints systems adapted for emergencies.Accountability :
Contribute to a strong understanding of child rights principles, accountability to children and communities and child participation through inductions and training, in coordination with Head Office Accountability Coordinator.Support child and community participation processes across the project cycle, led by Head Office MEAL. This could involve facilitating / supporting child-friendly discussions, adult focus group discussions, community meetings, child or community committees and other approaches.Partnership :
